By Stephanie Taylor and David Fraser THE CANADIAN PRESS OTTAWA- The same day the federal Liberal government invoked the Emergencies Act, the Ontario Provincial Police warned in an internal intelligence report that those protesting in Ottawa were not going to leave voluntarily.
